Bye to final tournament: Northern Ireland (hosts)
Hosts will now be appointed to stage the mini-tournaments, provisionally scheduled between 12th and 20th September, or 1th7 and 25th October 2016.
The top two teams in each group plus the third-placed team with the best record against the leading pair in their section will join France, England and Germany in the elite round, provisionally in spring 2017.
Seven teams will eventually qualify for the finals to join Northern Ireland.
